This is as an introduction to the Care and Support for Teaching and Learning (CSTL) Programme, and is intended for leaders and decision makers in education, officials at all levels, and those in partnership with education sectors across the SADC Region. Its four sections include: an overview of the history of CSTL; a synopsis of the status of children and youth in SADC; a summary of how various policy and regulatory frameworks define clearly the mandate for care and support for teaching and learning; an explanation of the concept of and processes for mainstreaming care and support into education.

This is desktop review of current developments in existing teacher education for inclusion and democracy in the partner countries (Botswana, Namibia and South Africa), classified into three areas: policies on Inclusive Education and teacher training; programmes for teacher education; a literature review looking at existing research related to teacher education for inclusion.
